This calculator only applies to development to be levied under Section 7.12 of the Council Contribution Plan – Citywide 2019, and applies to non-residential developmentbut excludes:

  • Development to which a road transport charge applies,
  • Mixed-use development – residential development, where the development includes two or more dwellings,
  • Mixed-use development – ​​tourist and visitor accommodation and mobile homes, where the development includes three or more visitor accommodations and/or mobile homes.

The estimator should be used as a guideline only and the consenting authority (Council) is responsible for determining the actual contribution.

Cost Summary Report Forms

This form is used to provide the total development cost which is used to calculate the contribution fee 7.12.

For development requests, the relevant cost summary report must be submitted prior to approval. Private certifiers are required to submit a cost summary report with the application at the time of filing on the NSW Planning Portal.


The Board has a contribution plan in place under Section 7.12. This plan should be taken into account when using the above calculator. Please see below for more information.

Section 7.12 Citywide Contributions Plan (non-residential)

This plan levies under section 7.12 of the Act and applies to non-residential developments. Contributions are collected and allocated to new or upgraded infrastructure based on the cost of delivering the development, as shown below:
